Why do you need a PDS?

Long ago, a co-worker coded the HLASM I/O exits so that when the
source code contained COPY PROLOG the exit opened
"/nfs/prolog.cpy".

Yes, nfs!  so when a programmer edited a member on the desktop
it was instantly available to HLASM; no synchronizing transfer required.
