Why it was implemented?
Because it is simple. No other reason.
It is simple to block any program (including .BAT or powershell scripts) in Windows 10. Fancy feature for security guys. Same company, older systems (Win7) - no limitation for scripts, any .EXE installation was prohibited, but not enforced. That's reality of Windows "security" - more and more limitations, less and less things allowed. And it's still vulnerable. It's enough to open PDF attachment, even having very limited authorities. Some of the rules are obvious, some provide inconvenience, and some are simply ridiculous or quite easy to circumvent.

(My personal policy: follow the rules and claim when you cannot do something. Do not fight, just follow and inform.)
