APF authorized TSO programs

Hi

I have any APF authorized program 
It’s in the STEPLIB ( and the only one in my steplib ) of my TSO logon PROC 

I have the program name in the AUTHPGM NAMES and AUTHCMD NAMES of my IKJTSOxx 
member in parmlib 

And yet I keep on getting 047 abend code
