For me, the "How to obtain" link on that page ends up at the index page
https://www.ibm.com/services, which seems to be IBM's way of handling
404's for the last few years.
Side note: My guess is a manager said, "We have too many 404's", but
instead of finding and fixing the problems, they just redirected them to
various index pages. Mission accomplished, no more 404's.
