JCL DISP=MOD and DYNALLOC MOD use very different serialization logic. If things
haven't changed, then most OPEN, WRITE & CLOSE code does not provide this
serialization either.
You should be able verify this by adding "READ AAA" after the PUTFILE in the
clist and running the clist from 2 TSO sessions at the same time. I don't know
the precise behavior but I vaguely remember missing lines when pressing enter
to allow the clists to complete.
