Call z/osmf service over http fro another lpar

I am trying to consume a service from z/OSMF. for the test, I only want to
use HTTP and save the efforts of the certificates.

I updated the override file with IZU_HTTP_PORT=10080
I recycled IZUSRVR1 and saw the update, but it does not open a socket on
that port.

Is there another listen type parameter that instructs z/OSMF to open socket
on https defined port?
