The original CMS could run on a real machine. Prior to GCS, VTAM support was 
via VCNA communicating with VTAM on a guest. OS/VS1 needed BPE for hat 
configuaration.

IIRC, many of these, like CMS, wouldn't IPL on physical hardware.

I remember thinking one of these (VTAM?) looked like a OS/VS1 single pack 
system...

Jargon.  Roughly, the analogue of a z/OS started task is a VM
service virtual machine.  Those are started by (virtual) IPL, and
RSCS is one of  such.
