The opportunity to do any upgrade whatever on z9 or even z10 has long 
expired. If you could afford to buy your way out of this problem, you 
could afford fresh iron. ;-)

Well, STP is matter of microcode upgrade. It is possible anytime unless 
IBM is reluctant to do it. I'm not sure about z9, but it can be 
expensive, because of IBM policy.
BTW: AFAIK, In order to have z9 in sysplex timer network it was 
necessary to order some features (timer card) to z9.
