Red Hat here, but the kernel command line, as edited in grub's boot parm
line, should be the same.
We added to the kernel command line "ipv6.disable=1".

Here's hoping this helps.
I've run IPv6 for several years, even some IPv6-only, but (contrary to
what seems to be the norm in IPv6 land) I hard-code fixed IPv6 addresses.
Now ... I have NOT experienced what you describe: a hang while waiting
for a DHCPv6 lease. (when booting installation/recovery media)
Never the less, we should try what you mention: explicitly turn OFF IPv6.
GRUB offers an edit function.
You should be able to edit the boot parm line before letting GRUB
loose to proceed.
But I expect the token you want would NOT contain blanks, so maybe
"ipv6_disable=1"?
(or possibly "ipv6-disable=1" or "ipv6disable=1")
I see that Jeremy cited some Debian discussions. That might help too.
Also look for "rescue" or "rescue shell" as an option from the boot
menu. (If that doesn't lead to the forever wait mentioned above.)
