However, the newfangled "address TSO" instruction in z/OS UNIX Rexx will
create a new address space running the TMP.  It's not foreground, but the
OP didn't specify foreground.  My money is that it will work likewise in batch,
but I won't stake a lot -- nothing to the left of the decimal point.
