No, it is very good practice. Of course devil is in the details, I'm
don't mean restrictive, small values, rather "fuse" protecting whole JES
against SPOOL space exhaustion. I did met a situation where a job
continuously produced some set of messages in the loop. It worked until
100% spool occupation.

IMHO very good position to decide what the users should do on the system.
BTW: Educated user can do one of the two things:
a) redirect SYSOUT to permanent (DASD) datasets.
b) consciously bypass the limit
I know there is the potential of a looping job; that doesn't sound like the
case, here.
