I had the dubious pleasure of installing commercial software at a DoD installation. The installation process involved a TSO dialog, at the end of which it ran a stage1, that in turn issued a SUBMIT. Surprise - the card punch spewed out a large deck. Management didn't want job submission from TSO! However, a simple IEBGENER to SYSOUT=(A,INTRDR) worked like a charm.
So I sgree with you - restrictions, especially ones mandated by management, are a poor substitute for doing things right the first time.
