Hi, I have set up these sorts of environments for several universities and in all cases (except one) there was never any need to use a sysplex to support everything they wanted and needed to do. There are some nice things that you can do via recovery etc., but in an environment where you are only going to have test and production, it's overkill, and more work both initially and over time. In most college environments, there really isn't the extra money to throw away, even if that extra money is just people time. Cloning your production environment and reconfiguring it as a development LPAR is really just a weekend sort of thing and there is very little that can/will go wrong with running it as just a second LPAR on the same processor.
Connectivity is very straightforward and setting it up should take you all of a couple hours. If you need help planning this out, feel free to contact me off-list and I will be happy to help. Since you are running on a z/10 and already have all of the required hardware including the OSA adapter(s), so you're already in a position to move on this.
