COBOL 4.2 is supported with z/OS V2.1.  This is how I found it out (and you can 
use this process in general, to see any product that is supported with z/OS 
V2.1):

1) Look in Appendix B of the z/OS V2.1 Planning for Installation book, 
specifically Table 11.  This book has been available since z/OS V2.1 was GA 
announced.
2) If it is not listed in that table (which COBOL is not), then look at the 
website that has EOS dates already given by a helpful poster:  
http://www-01.ibm.com/software/support/lifecycle/ .  If the product is NOT EOS 
and is NOT listed in Table 11, then it's supported on z/OS V2.1.  (COBOL 4.2 
has had no EOS date announced.)  Another extremely helpful way to find EOS 
products is to use the z/OSMF Software Management function - it is very slick 
and is specific to your system!

I have never seen website 
http://pic.dhe.ibm.com/infocenter/prodguid/v1r0/clarity/osForProduct.html until 
now.  Looking at it, it doesn't have the operating system level itself in the 
table.  It does list Communications Server from the operating system, and lots 
of middleware.  This, unfortunately, does not contain all the stack software 
and only appears to contain the "Software Group" products.  I can't speak about 
how that is maintained or provided, sorry.  I do know about how we provide the 
requirements for the operating system, though.

As always to make sure you are at the correct service level of a product, use 
the handy SMP/E FIXCAT IBM.TargetSystem-RequiredService.z/OS.V2R1 to do that.
