It doesn't have a DSCB1, but you can still allocated it with
DSN('[1]') and can open a DCB referring to that allocation.

That's just a convenience; [A|I]MASPZAP changes it to 44X'04' in the
JFCB prior to the OPENJ. You could do the same thing if you chose.
IMASPZAP also modifies the DEB, and *that* requires authorization.
