That is an IDCAMS command, not TSO.
Way back when we ran into this issue with IDCAMS.
The way we got around it was to have a DD statement with the dsn and
a disp=shr
and a idcams statement of delete da(sys1.nucleus(sysctlg))
IDCAMS treated the dsn as shared and deleted the member just fine.
