This topic is very interesting to me. When I worked for IBM for my last
job, the team I was on did the systems programming for a number of z/OS
accounts in the US. Most of the accounts had their computer operations in
India. Most of the people I talked to had good English, but it's not the
same as American English. At 2:00 AM when you're trying to make changes,
its easy to misunderstand. And, just like in the US, you get some people
who really knew their stuff, and others that didn't.

IBM is not doing business to raise the economy of poor countries .
But they should also know that , they get only what they pay for . You make
more profit by paying less ,but at the expense of service quality .
