One thing you can look at before the SAD is do you specify a nuclst. In ours we 
have a Cics Module (we are CICS 4.2) for 
DFHHPSVC meaning that we have to find that CICS module in SYS1.NUCLEUS. 

Maybe this has changed for CICS 5.1 ?
