Scott,
The short answer is no.  There are two ways (and lots of options) to call 
DEVTYPE.  One you specify the DDNAME.  The other is you give it the UCB address.

DEVTYPE is designed to tell you about the device type, not what is on the 
device as there could be zero or more datasets on a device.  All of I/O is 
designed around the DDNAME being the link.  Sure you can dynamically allocate a 
file, but you either give it a DDNAME to use or the system will give you one.  
The TIOT is built around the DDNAME.  DCB's are built based on DDNAME.  When 
you want to refer to a specific data set, it all goes back to the DDNAME.  You 
have to know that to move forward.
