EBCDIC support is required if and only if there is a requirement to operate on/with EBCDIC-encoded data. z/OS does not require an application to support EBCDIC in order to run and run well. There is no requirement to store user data in EBCDIC, though many/most z/OS customers store at least some data in EBCDIC. Precision here is particularly important.
