No, not exactly this way. After IPL the LPAR starts off with a blank history, wich means zero MSU's for the last 4 hours. So it can use 700 MSU for the first 2 hours before being capped, because than the 4 hour average is 350 MSU. Or it can use 466 MSU for the first 3 hours etc. etc. The 4 hour rolling average is recalculated every 5 minutes over the previous 48 5-minute periods.
