A LPAR exceeding its defined capacity will be soft-capped i.e. not allowed to exceed it (in your example 350msu) until the 4HRA drops below the defined capacity. So in your terms it will still enjoy the soft capping value.

This also means that 4HRA will potentially keep growing above the defined capacity for some time.
