Which is easily resolved by always using a "first step" of PGM=IEFBR14.  In 
many production JCL standards, the "first step" must always be the scheduler 
package startup routine anyway (e.g., CA11) which must execute to keep the 
scheduler in control, so the problem (almost) never occurs in a "production" 
JCL.
