DDNAMEs are not data set names. Yes, as Kirk says, sometimes you get away with it; sometimes you don't.
(addendum to my suggestion of pipe, BPXWDYN, spawn, and ATTCHMVS): You need to SYSCALL close the .2 end of the pipe after spawn and before IEBGENER.
