The userid needs of ISV's and especially the more specialized ones are 
different that the general userid of an application supporting z/OS instance(s).
There may be (more or less reasonable) reasons for an installation to insist on 
unique userid/person. 

But, I agree that this should not be a limitation at a basic level like TSO. 
For those installations who desire it, it should be a security system option.
