John, Now that you've done the test I requested it's clearly not a question of what PC editor you're trying to invoke or anything like that, but a much broader issue of something is wrong with the WSA and/or with your version of Windows. So based on that, my first thought would be to remove and reinstall the WSA. You could even copy the WSA directory from one of your co-workers; i.e. one which you know works. Then, if it still doesn't work on your PC, the suspect would seem to be something with Windows itself.
