Micheal, I didn't realize you were looking for a programmatic solution.
I would do a RDJFCB first and verify it is a PDS/PDSE and then do the BLDL to see if the load module is there. If you don't have a particular module you are looking for then you could directly read the directory and determine if is a load library or something else. The brevity of your original question makes it a little hard to give a single correct answer.
