The FSUM7332 message is from the z/OS Shell. So, it appears to me that the .css file is being treated as a shell script. You don't say which version of HTTP server you are using, but I think that the problem is that your directives are set up so that this .css file is being treated as an executable (CGI) - probably because it is in the cgi-bin directory.
