Actually, no. HSA can be downlevel, of course it's not nice solution,
since then your tokens (IODF and HSA) will be out of sync which means no
dynamic activation. However you can update IOCDS and perform POR before
the IPL. And everything will be as you need. Well, sounds cumbersome ;-)
