z/VM as a matter of SOP provides a DVD OS image that can be IPLed
directly from an HMC. z/OS does not. You have to obtain a volume-dump copy
of a runnable system, then perform 'stand-alone' restores onto DASD
volumes that you can access. However, even that process is difficult until
you can implement an I/O configuration that allows you to access any of
your peripherals.

As others have suggested, do not try this at home alone.

If you are in this unusual position, IBM will surely be already
knocking at your door to help you do all this. For a very reasonable
fee, of course.
