The term scratch is somewhat confusing as you do need a few things up front.

1. Do you have a DR plan  ( can you leverage  some initial steps there ..like 
offsite RES volume  and use of a busing system) 

2. Grab a Laptop, Caffeine and a USB drive.    ( type up your action plan ) 

3. Provided you have a CHPID map, open Notepad on PC  and type up an initial 
simple  IOCP to load as standalone via  USB drive to the HMC ) 

4. Hopefully you ordered a z/os System Pac ( in full dump volume format)   ( 
this may come with a SA program ?????) 

5.  Ask someone in the z/OS  community  to build you a IPLable DSF Standalone 
Program or contact Newera Software for a quote on SAE.

6. Restore and IPL 

7. Build a better IODF 

7. Take backups and create your own version of standalone IPLable  programs
