the internal network (by far mostly vm/370 machines) was larger than the
arpanet/internet from just about the beginning until sometime late '85
or early '86.

About that time there were claims that the internal network had more
than half of all link encryptors in the world (I got it from a major
link encryptor vendor in silicon valley). especially when links cross
national boundaries, there were frequent issues with local governments
about turning on link encryptors ... especially when they crossed
national boundaries ... even though they were going from one corporate
location to another (problems all over the world). For an idea ... old
post listing all the corporate locations around the world that added one
or more new nodes on the internal network during 1983
