Thanks Mark, that fixed it.  A uname -a shows:
Linux nostest 2.6.32.12-0.7-default #1 SMP 2010-05-20 11:14:20 +0200 s390x 
s390x s390x GNU/Linux  (This is an SP1 kernel).  
Thought the starter system was SP3? 
 
I have a test system built from DVD downloaded from Novell.
Linux istedwt 3.0.101-0.15-default #1 SMP Wed Jan 22 15:49:03 UTC 2014 
(5c01f4e) s390x s390x s390x GNU/Linux

It appears there's a step missing.  After step 8l there should be this:
ERASE NOV150 DISKIMG A (TYPE
to free up the space for the 151 disk to be unpacked.  I'll report the omission 
internally.
