I'm trying to figure out a slightly vexing issue with SE to HMC connectivity

reaching the HMC as the NTP server in our mode of configuration from the CECs.

I've compared the SE configurations of a CEC that works with the one that 
doesn't, seeing nothing I am now looking for some kind of decent documentation 
on configuration and troubleshooting of the HMC to SE network.  So far I 
haven't found anything that is any more than pretty basic.  Anybody have 
information on what manuals contain some kind of in depth information on the 
subject?

Well,
I don't understand. You can ping SE from HMC, you can open SOO from HMC. So the communication at physical level is working OK.
What is not OK?

BTW: I would try to start from the beginning: write down all the network configuration details. IP address(es) of SE, alternate SE, HMC. If your network have other CPCs and HMCs connected then also write it down. Be sure there are no mistakes like duplicated IP, wrong gateways netmasks, etc. It would be helpful to connect to the network regular PC with tools liek ping, netstat, etc. HMC is not convenient enough to do it more than occasionally.
