That second to last paragraph - NTP setup not working as expected. Already reviewed IP addressing, broadcast addresses, netmasks. Nothing odd there (at least to my eyes).
Security log doesn't show any blocks at the HMC and it is configured to record them. Interestingly, I can ping the HMC IPV4 addresses from the alternate SE - which appears to have one native connection, the primary SE. This is the one case where the SE primary and alternate are inverted (top is alternate, bottom is primary) so I have to review the whole setup to make sure we didn't set something up where alternate won't work as expected. What is confusing is that both adapters have IPV4 addresses specified and are configured to use them, but are not. ARP table shows all zeros for the hardware addresses on eth0.30, but the alternate is using eth0.40. I'll plan on talking to a semi-guru I know at a vendor, I'll post back what they say if it they don't just shrug their shoulders and tell me to swap the SE roles and stride away briskly. You can ping SE from HMC, you can open SOO from HMC. So the communication at physical level is working OK. What is not OK? BTW: I would try to start from the beginning: write down all the network configuration details. IP address(es) of SE, alternate SE, HMC. If your network have other CPCs and HMCs connected then also write it down. Be sure there are no mistakes like duplicated IP, wrong gateways netmasks, etc. It would be helpful to connect to the network regular PC with tools liek ping, netstat, etc. HMC is not convenient enough to do it more than occasionally.
