That is precisely why the SMPTLIB data sets are deleted instead of reused.

In what case are they reused, with message:

GIM35202I    SMP/E USED SMPTLIB smptlib, WHICH ALREADY EXISTS ON VOLUME volser.

If receiving the FUNCTION and it has not already been received, but the SMPTLIB data sets already exist, then SMP/E will attempt to use the pre-allocated data sets.

In the old days, I think SMP/E didn't dynamically allocate new SMPTLIB data sets, so you had to pre-allocate them before the RECEIVE. I'm guessing when SMP/E implemented the function to allocate them new, it continued to allow the use of pre-allocated data sets.

This change pre-dates my time in SMP/E, hence my less than sure response.
