While IPLing z/OS 1.13 system, my LLA is failing with below code.

*CSV221I* LNKLST or LIBRARY lookaside (LLA) detected an error that
prevented it from accumulating all the directory entries during an
INITIAL, REFRESH, or UPDATE BUILD.
I checked for System code 023 and reason code 201
00000201 While building a new LLA directory, LLA failed while
making a table of PDS or PDSE directory entries from
the directory of an LLA-managed data set.
But I don't see any issue with these dataset.
