> What do you consider an 8 character TSO ID?

I never talked about an "8 character TSO ID", did I? I always wrote (or meant
to write) "8 character userid". And by "userid" I mean a userid as understood
by MVS, and this has always been allowed to be 8 characters in length. (I'm
sure someone will surely correct me about the time before the advent of RACF,
Top Secret, ACF2...).

Let me try to clarify.

Today each and every userid is most probably defined in a security product
(RACF, etc.). Some emergency userids might also be defined in the UADS, but
most probably are not. Everything that runs on z/OS today needs to have a
userid assigned, be it an iteractive user (TSO, CICS, IMS, UNIX shell, FTP,
etc, etc), be it a batch job, be is a started task.

First, a userid is a userid defined in the security product. This userid may
have additional attributes, such as a TSO segment that allows it to be used for
specific task, such as logon to TSO. It still is a (general) userid for me.

Hope this resolves any misunderstanding. My appologies for the confusion my
nomenclature may have caused.
