As Lizette has pointed out there are two related issues here.

1 - Where is the data now? Presumably it was copied to some other media when
the 3480 were disposed of.
2 - Accessing the data on the current media.

I believe that coding a UNIT Parameter on the DD Statement should override
the catalog entry. I also believe that the problem can be resolved  by
bypassing the catalog and coding all the required information (UNIT &
VOLUME) on the DD Statement.

There is no ability to change the DEVTYPE with the ALTER Command so the long
term remedy would be to UNCATLG and RECATLG the relevant entries with DELETE
NOSCRATCH and DEFINE NONVSAM.
