ISPF (then called SPF) was introduced with MVS in 1974.
FSE to my knowledge was introduced latrr.

There was a product from ASI called FSE and, I believe, a freebie with
the same name. I recall that one of those was available before 1974.

When we ordered FSE it was I believe around $115 a month, although I think the utilities were extra (no memory as to the cost) although $95 might be it (correct me if I am wrong as to the costs) I do remember that it was 1/3 the cost of SPF (maybe less than half its been 40 years) My memory is that a apar came along and permanently broke the utility TSO COPY (with load modules) but I think it generally just broke COPY. Nobody I know used format or merge. It was a class C program and we weren't about to pay for it. I got sick of trying to debug it as the FICHE was not up to date (if memory serves me). We put out a memo stating it was broke and not to use it for load modules. I "think" FSE fixed it by using their own code. Its been 40 years so I might be fuzzy.
