SMP/E ought to provide a ++HFSUPD, which could employ the
standard patch(1) utility, even as ++SRCUPD and ++MACUPD are
based on IEBUPDTE.

Then administrators could maintain customization of files in
/etc as USERMODs containing ++HFSUPD and use the customary
sequence of RESTORE USERMOD; APPLY PTF; APPLY USERMOD to
reconcile local changes with IBM service.
