Well, that support is already there for full file replacement, but I suppose
you could do patching too if you were inclined. I had shared a usermod that
someone on this list shared with me years ago, and I enhanced since that I use
to use SMPE to modify java.security
++ HFS (MCKL001J) /* $java_home/lib/security/java.security.sklm */
DISTLIB (AAJVHFS)
SYSLIB (SAJV17K)
PARM (PATHMODE(0,6,4,4))
LINK ('../lib/security/java.security.sklm')
SHSCRIPT (MCKL001S,POST)
TEXT .
The shellscript MCKL001S in my case handles the pre-copy backup of the affected
files, the actual copy, and in the event of a restore, deletes the installed
copy, and puts back the backed up copy. I can share that script, but is too
long to put in this post.

SMP/E ought to provide a ++HFSUPD, which could employ the standard patch(1)
utility, even as ++SRCUPD and ++MACUPD are based on IEBUPDTE.
Then administrators could maintain customization of files in /etc as USERMODs
containing ++HFSUPD and use the customary sequence of RESTORE USERMOD; APPLY
PTF; APPLY USERMOD to reconcile local changes with IBM service.
