​I __like__ it!. However, going even further, ​create a new OMVS segment
field, perhaps ENVAR (to mirror LE), in which you can set _any_ number of
environment variables similar to how the ENVAR in LE is specified.

There is still the question about the hierarchy of inheritance. Personally,
I would go: /etc/init.options overridden by OMVS ENVAR, overridden by PARM=
ENVAR.
