If that is not working, check that you are fully authorised. You could try
$TDEBUG,SECURITY=YES, do you REXX and then turn SECURITY to NO.

Before APAR, try it with other id or on other JES2. This is what I do (cross
check and repeat with other id/system) before screaming at Big Blue. ;-)
Or if you're using it in TSO, try batch. Or vice-versa.
