I suspect that access to some common storage areas via IPCS ACTIVE requires RACF authorization (as does access to other address space's storage).
That's not to say that it couldn't have been implemented differently for this case to need no such authorization and instead just to pay attention to the TCB key. (This is just a guess; I do not know how IPCS ACTIVE is implemented for common storage above 2G, let alone common storage below 2G).
