Thank you for your help. The fact that you all indicated that IPCS was the issue was reassuring. I was thinking that my whole design for an upgrade that has taken a long time was flawed. I will try FPROT=NO and see what happens. I will also look into what resource to update to allow IPCS to do what is needed.
