I agree. It is a waste of track space when the access method refuses
to write short blocks just to keep all but the last block as BLKSIZ
long. I think that VB(S) is might actually make use of the gas at the
end of a track and output a short block/segment to fit. It seems to
be a trade-off between I/O efficiency/processing and use of the space
on a track.
