But you can probe for a valid userid on the logon panel. No message to the syslog. If you don't get "IKJ56420I USERID user_id NOT AUTHORIZED TO USE TSO" on the logon screen then you know you have a valid TSO userid. That's why I think it would be sane to omit this message.
