Assuming the name DUMPECB is accurate, I believe you overlooked the
following from the pubs-
If an A-type address is specified, ecb addr specifies the address of a
fullword containing the address of an ECB that is posted on completion
of a scheduled dump.
Thus you need to set DUMPECBA to the address of DUMPECB and specify
DCB=(DUMPECBA,WRITE).
