​I am not a football person, but listening on the radio this morning, NFL
rules state what the psi of the air in the ball is supposed to be. The psi
in the ball under discussion was less that what is allowed by the NFL
rules, and thus the ball was not "fully inflated". Or, better stated: the
ball did not meet NFL inflation standards.​
